Okay, let's get started

Remember to save often!!!

Re-sizing elements is as desired, depending on the size you make your tag

Open template and shift D

Close original and re-size canvas to 800 x 800

Crop after tag is done

Delete info layer

There are a few basic steps to follow

1. Select layer

2. Float

3. Invert

4. Paste paper

5. Hit delete

6. Apply gradient glow and noise to original layer without frames

Go HERE if you aren't familiar on my way of adding gradient glow using EC 5 Impact 

We are going to start at bottom and go up

Paste paper 2 and move to bottom

Apply mask

Merge group

circle - paper 7

Apply scan lines

long rectangle - paper 6

left and right rectangles - paper 1

left and right circles - paper 5

center rectangle - paper 8

Apply scan lines but check vertical toggle this time

skinny long rectangle - paper 2

center circle - paper 10

Paste close up tube and crop

Change blend mode to screen

Paste tube and move to right side of circle area
Paste suitcase from tube as well and place on left side

Now add elements of choice

I used 
ticket
plane
letter
passport
signal
ribbon 2
road

Add name
I used gradient of two colors from tube

Add drop shadow to layers of choice

Add copyright info

Crop & Save
