Okay, let's get started.
Remember to save often!!!

Open new canvas 800 x 800

Crop at the end

Re-size elements as desired - depending on how large you make your tag

I am using the poker tube option

Paste frame e41

Click inside frame

Expand by 5

Invert

Paste paper 2

Delete

Paste sparkle e67

Delete

Paste mirrored close up tube

Delete

Select none

Float tube layer

Add new layer

Fill with black

Move below tube layer

Change opacity of tube to 40

Select none

Paste tube

Move to bottom of frame

Paste e53

Duplicate and move around frame area

Merge together

Move to bottom

Now add any other elements from kit

Add copyright info

Crop & Save
