This is a really simple tut as I supplied most of it but thought the look of the tag was nice and maybe you would as well. So here goes...

Open my supplies and shift D

Close original

Paste tube

Re-size if needed

Crop the top tube on bottom so legs are even with frame

Feel free to add anything you have to make tag your own or use a different bg  and/or mask if you want to change it up

Add name 

Rotate so it's level with frame

Add copyright info

Crop and Save

Close original

Paste tube

Using selection tool - point to point 

select the rippled water area of tube

Promote to new layer

Select pattern layer and apply mask

Crop the part of mask below the tube

Move music notes where you like them

Add name 

Feel free to add anything you have to make tag your own

Add copyright info

Copy the promoted selection and paste to AS

Apply Underwater Effects to image

Delete first frame

Back to PSP

Copy merge tag

Paste into AS
Ctrl L until you have 9 frames

Ctrl A on animation image
Drag and place where it goes on tag

Crop and Save

Crop the top tube on bottom so legs are below frame

Using selection tool - point to point 

select area just bigger than opening of circle

Invert

Crop bg paper 

(re-size paper if desired before cropping)

Add name 

Feel free to add anything you have to make tag your own

Add copyright info

Crop and Save
